ProSidian Seeks a Environmental Equity Air-Quality Engineer (EJE5) (Engagement Team | Program Manager - Exempt 874-1 Consultant)
This service supports Sector Sector Clients (For Present / Future Requirements) and ProSidian Team Members work as part of a Engagement Team Cadre (Labor Category ) to fulfill FFP - Firm Fixed Price (FFP) Task Order (TO) requirements for a ProSidian Consulting is seeking an experienced and skilled Air-Quality Engineer to support the Federal Energy Regulatory Commission (FERC) in its mission to promote environmental justice and equity. The selected candidate will be responsible for reviewing and analyzing environmental assessment documents and policies from federal, state, and local agencies to determine the geographic reach and scope of infrastructure project impacts on environmental justice communities. The Air-Quality Engineer will play a crucial role in contributing to detailed reports that integrate environmental justice and equity into FERC processes, aligning with the agency's strategic goals. Your work will contribute to FERC's implementation of its first Equity Action Plan per Executive Order 13985.
The Executive Order on Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, issued on January 20, 2021, aims to address systemic barriers and promote equal opportunity for underserved communities and individuals in the United States. The order emphasizes the importance of advancing equity, civil rights, racial justice, and equal opportunity across all federal agencies. It directs agencies to assess their programs and policies for perpetuating systemic barriers and develop strategies to deliver resources and benefits equitably to all. The order also establishes an interagency working group to gather and analyze data to inform efforts to measure and advance equity. Additionally, it revokes previous executive orders that were seen as hindering progress in this area.

- Review and analyze environmental assessment documents and policies from federal, state, and local agencies to identify impacts on environmental justice communities related to infrastructure projects.
- Conduct comprehensive assessments of air quality, air pollution, air permitting, and air emissions in the context of FERC-regulated energy projects.
- Collaborate with cross-functional teams to ensure environmental justice considerations are integrated into FERC processes and decision-making.
- Provide technical expertise and guidance on air quality regulations, standards, and compliance requirements.
- Develop detailed reports and presentations summarizing findings and conclusions related to the geographic scope of environmental justice impacts.
- Participate in staff briefings and engage in communication with stakeholders to present analysis results and recommendations.
- Stay abreast of industry trends, best practices, and emerging technologies related to air quality and environmental justice to enhance the quality of consulting services.

Qualifications
- Strong knowledge and understanding of air quality regulations, air pollution control technologies, and air permitting processes.
- Proficiency in conducting air emissions modeling and assessments.
- Familiarity with environmental justice principles, concepts, and their integration into regulatory processes.
- Excellent analytical and problem-solving skills to assess complex environmental issues.
- Effective communication skills, both written and verbal, to convey technical information to diverse audiences.
- Ability to work independently and collaboratively in a team-oriented environment.
- Proficiency in using software tools for data analysis, such as MATLAB, R, or Python, is a plus. Strong knowledge and understanding of air quality regulations, air pollution control technologies, and air permitting processes.
- Proficiency in conducting air emissions modeling and assessments.
- Familiarity with environmental justice principles, concepts, and their integration into regulatory processes.
- Excellent analytical and problem-solving skills to assess complex environmental issues.

- Bachelor's degree in Environmental Engineering, Chemical Engineering, Atmospheric Science, or a related field is required.
- Master's degree or higher in Air Quality Management, Environmental Science, or a relevant discipline is preferred
- U.S. Citizenship Required - You must be a United States Citizen
- Excellent oral and written communication skills (This employer participates in the e-Verify program)
- Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)
